   Develop the requisite legal and policy framework; develop guidelines for identification of beneficiaries; provide education infrastructure and amenities; budget for identified programmes; sensitize County Officials, community members and other relevant stakeholders; issue County-level directives and guidelines on implementation of bursaries and scholarships funds by County Governments.
