   Conduct a full audit of all existing complete structures that have been constructed by the developer, contractor, project engineer and the project architect; suspend all on-going construction by this developer, contractor, project engineer and the project architect in other sites; identify and document breaches of legal, procedural, or ethical standards; recommend disciplinary, legal, or administrative action against officers or entities found culpable; propose reforms to prevent recurrence and strengthen compliance and accountability in the County’s construction oversight processes.
